Read the following information:

You will receive the Level III certification after completing the Theory AND the Skills/Firearms Qualification.

  • Range fees and Ammo expenses are not included in  PSB Level III Certification Part 1 or PSB Level III Certification Part 2.
  • After successful completion of PSB Level III Certification Part 1, you will receive a Certificate of Training and a form PSB 30.

Effective January 1, 2024, HB 3424 requires:

  • All Handgun proficiency and self-defense courses must be completed in person with an on-site instructor approved by the Department.
  • All level IV training courses must be completed in person with an on-site instructor approved by the Department.
  • All original and renewing applicants for a commissioned security officer license are required to complete the Minnesota Multiphasic Personality Inventory (MMPI).
  • If an individual is licensed as a personal protection officer and commissioned security officer, we will use the MMPI on file to satisfy the requirement to submit the MMPI when they renew the commission license.
  • Self-defense tactics must be included as part of the level III training for commissioned security officers and personal protection officers. (The self-defense tactics were previously included in the training material; HB 3424 makes it a requirement.)
  • Hours required for Level III certification: Minimum 30 hours (20 hours Lecture, 10 hours practical (firearms and DT.)
  • The Defensive Tactics Instructor will sign off on the DT portion of the PSP 30.
  • The Firearms Instructor will sign off on the firearms qualification portion of the PSP 30.

Sec. 1702.1675. TRAINING PROGRAMS.
(a) The commission shall establish a basic training course for commissioned security officers. The course must include, at a minimum:
(1) general security officer training issues;
(2) classroom instruction on handgun proficiency and self-defense tactics; and
(3) range instruction on handgun proficiency.
(b) The course must be offered and taught by schools and instructors approved by the department. To receive department approval, a school or an instructor must submit an application to the department on a form provided by the department.
(c) The basic training course established under this section must consist of a minimum of 30 hours.
(g) The handgun proficiency and self-defense course must include at least 10 hours and not more than 15 hours of in-person instruction with an on-site instructor approved by the department on:
(1) the laws that relate to weapons and the use of deadly force;
(2) handgun use, proficiency, and safety;
(3) nonviolent dispute resolution; and
(4) proper storage practices for handguns, with an emphasis on storage practices that eliminate the possibility of accidental injury to a child; and
(5) self-defense tactics.

The initial license requires a PSB 30.

  • AEPS Corp will complete the form PSB 30 for the online training.
  • AEPS Corp will send the officer the PSB 30
  • The PSB 30 needs to be completed by a licensed PSB skills/firearms instructor
    1. If AEPS Corp is providing the skills/ firearms qualification, the officer must purchase PSB Level III Certification Part 2 and AEPS Corp will complete the PSB 30
    2. Do not purchase PSB Level III Certification Part 2 if AEPS Corp isn’t providing the skills/firearms qualification
  • The officer must qualify with a revolver/semi-auto pistol with a PSB-approved firearms instructor to complete the certification process
  • The completed PSB 30 is then attached to the DPS PSB home page via your TOPS profile as proof of continuing education for re-certification
